Dr. Joiner explains how to organize for continual improvement. He recommends the 14 Points as the action program for improvement and then gives examples of the Deming Cycle (plan, do, check, act) as the logic of ongoing improvement. Senior management must select a few improvement themes and then develop measures and planning goals. Cross-functional teams coordinate improvement on each theme and test the validity of themes, measures, and methods by working with all parts of the organization. Appropriate data has to be gathered and displayed so that it is understandable. Dr. Joiner summarizes the important differences between MBO and management for continual improvement.
